I have a PR degree but zero experience - how can I break into this field?

I graduated with a bachelor's degree in public relations in 2021. I've been working in the legal field for 5 years now and have done nothing with my degree. I have always thought about starting my own freelance social media management business, and I think I have the perfect situation to do so. I am currently working a 100% remote job where I can work whatever hours I like. I have a good income and would be able to invest in numerous programs or courses to teach myself how to work in this field (as I remember little from my PR degree since I graduated 2 years ago...). The problem is, I have no idea where or how to start. I've heard that you should start by building a portfolio, but how can I do that if I have no experience? I've also heard that you can start by taking a couple jobs on UpWork, but who is going to trust me to manage their social media if I have zero experience and nothing to show? I'm also confused on how you are supposed to decide what exactly you want to work on if you have no experience. I know you are supposed to focus on a niche or a particular audience, but I'm not sure how you go about making that decision.

I really want to start and am willing to work hard - I have the time to do it. I'm not expecting to be successful, at least not for a long time. I just want to actually give it a good TRY, but I don't know how to go about starting this process on my own. I am also not interested in getting an actual job with an agency (unless it was 100% remote, but I would still rather try this on my own).
