Hiring a social media manager

Okay so I have a startup, and could benefit from some advice from you lovely people. I’m looking to hire a person or agency to handle socials for me. Insta, TikTok and Facebook.

I have 2 applicants that I’m really torn between.

What kind of things would you guys look out for as deciding factors when hiring a social media manager? They both have fairly similar results in terms of work with past clients
