Should I make a new Instagram Account all over?

I'm having trouble with reach on my Instagram account. It was made in maybe 2014 and has basically my selfies to travel to food and fashion and everything else.

Recently, I've tried posting quality content but since most people following are relatives,friends, people from school 10 years ago etc, the engagement is almost nil. These people follow me because they know me but have no interest in the content.

I have 700+ pics and just about 600 followers and no engagement (less than 3%)

I'd like to start over with a fresh account and regularly post fashion content. Would this be a good idea? Where would the first few followers even come from? If I start with 0 followers will my reels get any views at all?
