Trying to release a FB Page from a restricted FB Business Manager

Hi all,

I am stuck and could really use some advice, Facebook Concierge isn't helping out with its generic answers.

We have been working with an agency to manage Facebook Ads through a local Facebook Page.

Long story short, they messed up, and got their Business Account Restricted. I thought to myself, "no problem, I'll just claim the page with a new Business Manager and start from scratch".

The source of the problem is linked to the fact that the page is set as "Primary" for the restricted Business Account, and it seems that the agency is unable to take any actions, as the Business account is restricted.

My question is the following, once the Business Account has been restricted, is there no way to release the page, that has over 4k likes?

We just want to be able to claim ownership of the page in order to link it to a new agency. Is there no other option but to start the page from scratch?

I have tried Facebook support and researching this specific situation online, and really can't seem to find any solution. The Business Account has been restricted for over 9 months now.
